To create a custom link that will play your Google Drive video at the specified time, you don’t need a third-party app. You just need to add a parameter to the URL of the video, and that link will then play the video at your chosen point.

To generate a link for your video, first fire up Google Drive on your computer and locate your video file.
Right click on your video and choose “Get Link” from the menu.
In the box that opens, grab the link of your video by clicking ‘Copy Link’.
Open a new tab in your web browser and paste the link of your video there. Do not press Enter yet.
